Retail sales are made when you purchase a new or used firearm from a federally licensed firearms dealer (FFL). These transactions are strictly regulated by the Connecticut Special License and Firearms Unit (SLFU) and the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE). You will be required to complete Federal form 4473 and State Form DPS- 67-C (Application to Purchase) for every firearm you intend to buy. The dealer will then contact the SLFU and obtain an authorization number, allowing the transaction to proceed. The final step will be the completion of State Form DPS-3-C (Sale or Transfer), which is to be filled out at the time the firearm is delivered to the buyer.
The ATF Form 4473 is the Federal Firearms Transaction Record. ATF Form 4473 must be completed at the licensed business premises when a firearm is transferred over-the-counter. According to the ATF, I cannot assist you in completing this form. Please take your time, pay attention and answer every question correctly and to the best of your ablity. The Connecticut Form DPS-67-C is Connecticut's answer to the ATF's Form 4473. This form will ask you questions in regard to your eligibility to purchase and own a firearm within the state of Connecticut. Information provided on this application is subject to verification from sources including probate, civil, and criminal courts as well as governmental agencies pursuant to state and federal law. Providing any false information on this form is a FELONY. All transactions done at Mystic Arms & Supply will require this form.

The Connecticut Form DPS-3-C is used for the sale and transfer of a firearm. This form will be recorded by Mystic Arms & Supply and by the state to track the sale or transfer of a firearm. You will need to pass a criminal background check run by the state of Connecticut, in order to obtain a Sales Authorization Number which is recorded on this form. All transactions done at Mystic Arms & Supply will require this form.
